The Village of Downers Grove is seeking an Assistant Director of Human Resources to support the Human Resources Director in overseeing the implementation of the Human Resources Department’s functions, including, but not limited to, selection and staffing, HR information system management, training and development, compensation and benefits, and employee assistance. The role also strategizes other initiatives warranted by the Village’s Long Range Plan. A successful candidate will be able to pay close attention to detail while prioritizing multiple tasks in a changing environment without losing productivity or quality of work. The full salary range for the exempt position is $96,772 – $133,061, with a maximum starting salary of $116,126, depending on qualifications. Major Duties and Functions:

  • Assists the HR Director in planning, coordinating, and directing the day-to-day activities of the Human Resources Department.
  • Administers the Village’s health and voluntary benefit programs. Educates eligible members on benefit options. Partners with the health insurance broker to implement wellness program initiatives, appeal denied claims, and ensure benefit compliance. Responsible for auditing monthly insurance billing and invoicing employees on leave.
  • Manages, maintains, and processes HR information system (HRIS) data related to benefits administration, recruitment, and personnel changes.
  • Collaborates with department managers to execute the recruitment cycle: prerecruitment planning, sourcing, applicant evaluation, interview, selection recommendations, and hiring. Develops recruitment strategies to expand and attract the Village’s applicant pool.
  • Partners with the Human Resources Director to arrange training opportunities.
  • Ensures compliance with changing federal, state, and local laws or regulations. Submits necessary reporting.
  • Assists the Director in providing guidance and support to managers and employees on HR-related matters, including employee relations, performance management, and disciplinary actions. Helps in conducting investigations into employee complaints and recommends appropriate actions for resolution.
  • Serves in the absence of the Human Resources Director, which includes acting as a staff liaison to the Board of Fire and Police Commissioners.
