Village of Downers Grove is accepting applications for the Stormwater Administrator position in the Engineering Department. The Administrator plans, organizes, and evaluates the Village’s stormwater functions, including administering the Village’s Stormwater and Floodplain Ordinance, ensuring compliance with County, State, and Federal regulations, and efficiently operating the Village’s stormwater system. The ideal candidate will have knowledge of the engineering design/review process and procedures, along with strong oral and written communication skills.
Salary range for the exempt position is $91,729 – $126,127 with a maximum starting salary of $110,074, depending on qualifications. Major Duties and Functions:

  • Performs and oversees the processing and organization of stormwater permits.
  • Maintains and verifies all permit documentation in conformance with Village, County, State, and Federal requirements.
  • Serves as a liaison between the Engineering and Community Development Departments regarding permitting activities and issues.
  • Coordinates permit review with other departments and divisions within the Village.
  • Ensures Village conformance with the objectives of State and Federal stormwater quality programs, National Pollutant Discharge Elimination System (NPDES), etc.
  • Prepares the Village’s Annual Report regarding stormwater functions.
  • Serves as staff liaison to the Stormwater and Floodplain Oversight Committee.
  • Acts as the Village’s National Flood Insurance (NFIP) and Community Rating System (CRS) program coordinator.
  • Distributes floodplain information; performs and directs elevation surveys to analyze drainage concerns.
  • Works with the Communications Department for public outreach
  • Responds to citizen inquiries regarding drainage concerns, permitting requirements, and the stormwater utility fee.
  • Process requests for Stormwater Utility incentives and credits.
  • Manages the Stormwater Cost Share program
  • Provides on-site inspection as needed to recommend drainage improvements and/or floodproofing.
  • Answers questions about the floodplain, wetlands, and localized poor drainage areas (LPDAs).
  • Assists in flood management, stormwater capital projects, and long range planning.
  • Village representative for DuPage River Salt Creek Workgroup and DuPage County Municipal Engineers Group.
  • Manages the contract for the Natural and Native Areas Maintenance, including the Bioswale Program.
  • Coordinates with Public Works, as needed, for maintenance of the Village Stormwater Management system and drainage issues.
